36 million people are blind in the world. Of these, 8.8 million live in India. 80% of blindness is treatable. 550 Million people have Visual Impairment in India. Only 10% of the needy have access to proper eye care.
VISION 2020 is an initiative of Govt. of India with WHO & IAPB. As per VISION 2020, India needs 20,000 Vision Centers; but we have around 1000. Tamilnadu needs 700 Vision Centers, but we have only around 100.

Why this project:
VISION 2020: The Right to Sight – India, established in 2005, is a national forum for eliminating blindness by the year 2020. It is a key driver of the World Health Organization (WHO) and International Agency for the Prevention of Blindness (IAPB) joint global initiative for eliminating avoidable blindness. It is a collaborative effort of NGOs / Eye care organizations in India and the Government of India to coordinate and advocate for improved eye care programs to achieve quality, comprehensive and equitable eye care.
As per 1997 statistics, the economic burden of blindness in India per year is around INR. 159 billion (US$ 4.4billion); and the cumulative loss over lifetime of the blind is INR. 2,787 billion (US$, 77.4 billion). Subsequently, there has been no study conducted on this aspect. It is estimated that these figures would have increased by around 50%, by now. As per the VISION 2020, it was clearly envisioned that establishing Vision Centers is the solution to ensure quality and comprehensive eye care to the communities. As per VISION 2020, the target was to establish 20,000 Vision Centers by 2020 across India. But, till date, this initiative has given only around 1000 Vision Centers.
The study of the existing vision center model, by the team in association with the partnering organizations, revealed the need for more focused approach in the following areas:
- Mapping & last-mile connectivity
- IEC (Information, Education & Communication)
- Analytics & Technology
- Financial self-sustainability
To address this need in an effective manner, this project ORANGE was initiated.
Objective of this Project:
To establish Hybrid Vision Centers (HVC) along with Mobile Vision Care Units
(MVCU) and Advanced Mobile Vision Care Unit (AMVCU) to render primary eye care services to the urban, semi-urban and rural communities. To address the challenges identified by the team, we are adopting a transformational strategy in the area of 1) Analytics 2) Technology 3) Communication and 4) Service Delivery

Key Elements of Project Orange
One Clusters will comprise of 8 HVCs located within 80 kms radius of a Base Hospital which operationally manages the centers.
Hybrid Vision Center (HVC) will be a static center for a population of 60000
Each HVC will have 1 Mobile Vision Care Unit (MVCU), a two-wheeler.
Each cluster will have 1 Advanced Mobile Vision Care Unit (AMVCU), a four-wheeler.

HYBRID VISION CENTER
Each Hybrid Vision Center (HVC) caters to a population of 50,000 to 60,000 and will be located in a vantage point at the identified target community locations. The HVC will be attached to the existing secondary care centers (eye hospitals) of the partnering organizations. The responsibilities of the HVC personnel will comprise of: check the individuals for refractive errors and prescribe glasses & medicines under the guidance of an Ophthalmologist through telemedicine from the secondary care center; further diagnosis for needy patients on glaucoma, diabetic retinopathy and other eye disorders with the help of telemedicine ophthalmologist support; direct the patients who need further treatment / surgeries to the secondary care centers.
These HVCs will be managed by the partnering organizations through their dedicated vision care team. These identified personnel will undergo the need-based training on HVC management – both technically and administratively. The ophthalmic equipment that will be provided at the HVC include Retinoscope, Ophthalmascope, 90D Lens, Autoref, Slit lamp with camera, Applanation tonometer, Fundus camera, Digital vision chart and Trial sets etc.
Mobile Vision Care Unit – Overview
The MVCU is a two-wheeler fitted with a storage box to carry IEC materials and basic equipment. These MVCUs will be managed by the partnering organizations through their dedicated personnel. These identified personnel will undergo the need-based training. The responsibilities of the MVCU personnel will comprise of: door-to-door visit to the households in the community; data enumeration with the help of the handheld tab; to render the designed IEC effectively to sensitize the community; to test the individuals for their reading abilities with a simple reading chart; to direct the individuals who need further intervention to the HVC.
Advanced Mobile Vision Care Unit – Overview
The AMVCU is a four-wheeler fitted with the Audio / Video equipment. The AMVCU will be managed by the partnering organizations through their dedicated personnel. The AMVCU will be used to render the designed IEC effectively to sensitize the community, to commute elderly patients from the communities to the Hybrid Vision centers , to commute senior technicians – ophthalmologists/ optometrists from the secondary care centers to the Hybrid Vision centers; and will be used for monitoring the project operations.
Uniqueness of the project
- This will be permanent project, for the donor, at a specified location
- The Donor’s contribution will be used only for the capital expenditure requirements of the program. Being a self-sustainable model, the operating cost requirements will be met by the partnering hospitals through internal accruals
- The partnering eye care service provider will take the responsibility of operational management of the Hybrid Vision Centers, HR recruitment & Training and surgeries for the needy
